About Serenity
Serenity Infant Care Homes, Inc. was founded by three social workers in response to the need for foster homes and programs. Incorporated in 1990, Serenity serves the children of Los Angeles, Orange, Riverside, and San Bernardino Counties.
Serenity Infant Care Homes, Inc. is a non-profit agency whose mission is to provide quality foster care homes for abused, abandoned and neglected infants, as well as for drug effected infants that require special emphasis. Having served over 1500 children and families since the program was incorporated in June 1990, Serenity’s goal is provide treatment and resources to ensure that the child is ultimately placed in a safe, secure environment.
Although family reunification is the primary goal, Serenity supports the concurrent plan philosophy; “Should reunification efforts fail, a secondary permanent home meeting the child’s needs must be concurrently planned.”
In support of this philosophy, Serenity became licensed as an Adoption Agency in 2006 to "dually prepare" foster parents for adoption of the children placed in their home, if reunification is not possible.
- Specialized foster homes and programming are provided for abused, abandoned, and neglected infants, toddlers, and children.
- Although Serenity specializes in babies and toddlers, we place children ranging in age from birth through 18 years.
- Placement of sibling sets is a priority. If unable to be placed within one home, Serenity will assure weekly visitation within the Serenity homes.

Treatment Services Offered
- Our Therapeutic Learning Center (TLC) is an on-site learning center, serving Serenity’s foster children, ages two through five years of age.
- Staffed by child development/social work and therapeutic professionals, the TLC program addresses the social, emotional, and behavioral issues of at-risk very young children in foster care.
- Art and Play therapy for Serenity’s foster children
- Medically fragile infants with a consulting nurse
- Tutoring services – Title One
- Group counseling and therapy
- Individualized treatment plans with quarterly updates

Comprehensive Services Offered to Our Foster Families:
- Thorough initial and ongoing training
- Specialized training for biological children of foster parents
- Arrangement of respite care for foster children
- Facilitation of support group meetings
- Assistance with transporting children, when needed
- Four visitations a month by a Serenity social worker
- 24-hour/7 days emergency assistance
- Family/group counseling
- Inclusion in formulation of child’s treatment plan and assistance in implementation
- Social/recreational family activities (agency picnics, holiday celebrations)
- Positive foster parent recognition
